Who governs NIL in Wyoming

Wyoming has no state college NIL statute as of August 2026 - commentary describes this as deliberate legislative silence rather than an oversight. That makes national rules the governing framework: the NCAA's NIL policy (which since July 1, 2021 has expressly allowed athletes in states without NIL laws to engage in NIL activity without losing eligibility) and, since June 2025, the House v. • Under the House settlement framework (approved June 2025), reporting indicates the University of Wyoming opted in to revenue sharing, budgeting roughly 2.8 million dollars for 2025-26 against a permissible cap reported around 20.5 million dollars, alongside a charitable collective model; third-party deals of 600 dollars or more are reportedly reviewed through the College Sports Commission's NIL Go clearinghouse.

High-school rules

The WHSAA drafted an NIL policy that reportedly passed a first reading in May 2025, with restrictions similar to other states (no NIL during the school day or team activities, no school logos or marks, no restricted categories like alcohol, tobacco, nicotine, controlled substances or gambling). However, reporting from October 2025 says the proposal was defeated after further discussion, and the WHSAA commissioner has said he believes adoption is a matter of time. Some third-party summaries have listed Wyoming as allowing high school NIL, so the picture is genuinely muddy - treat WHSAA amateur rules as not permitting NIL until the association says otherwise.
